Exchanging a Driving Licence in Spain

Whether a foreign driving licence can or must be exchanged in Spain depends on the issuing country, Spanish residence, licence category, validity and any bilateral exchange agreement. Driving rights should be checked before the foreign licence ceases to be recognised.

EU and EEA driving licences

Valid EU and EEA licences are generally recognised, but Spanish renewal rules may apply after normal residence, particularly for indefinite or very long validity periods.

Voluntary exchange can simplify later renewals, points administration and replacement after loss or theft.

Licences from non-EU countries

A non-EU licence is normally valid only for a limited period after acquiring normal residence, subject to international conventions and Spanish rules.

Exchange without a full Spanish test is available only for countries and categories covered by an agreement; professional categories may require additional tests.

Documents and evidence

The licence, identity, residence evidence, medical fitness report, photograph and issuing-country verification form the usual core file.

Original valid driving licence

Passport, NIE and residence evidence

Medical fitness report

Photograph and DGT application

Issuing-country verification or tests where required

DGT application and Spanish licence

Applications are handled by the Dirección General de Tráfico, commonly by appointment, and the foreign licence is surrendered when the exchange is approved.

Pending fines, expired documents, inconsistent names or failure of the issuing authority to confirm validity can delay the process.

Practical risks and individual review

An international driving permit is a translation aid, not a permanent substitute for exchange after becoming resident.

Requirements, appointment availability and administrative practice can differ by province and personal circumstances. We check the current competent authority and the evidence required before submission.
